Trade Compliance Service for Importing Data Center and Data Storage Equipment in Egypt

Data center infrastructure is high-value, shipped at scale, and frequently export-controlled at origin, which makes it one of the harder categories to move into Egypt cleanly. Egypt IOR manages the full path for you, covering dual-use classification, customs valuation, documentation, and clearance, so your racks, arrays, and networking reach the facility ready to commission

Why Data Center Equipment Requires Specialist Trade Compliance

A single rack can carry a higher declared value than an entire container of general cargo, and the components inside it may be subject to export licensing before they leave the origin country. Add multi-container project shipments and staged delivery schedules, and the compliance surface is wider than any other IT category. A compliant data center import into Egypt runs across five stages.

Export control classification

Advanced data-processing units, high-performance computing components, and encryption-capable storage can be classified as dual-use, meaning they have both civilian and potential security applications. Importing data storage and encryption hardware into Egypt starts with confirming control status, because licensing at origin sits outside the Egyptian timeline entirely.

HS classification

Servers, storage arrays, switches, and loose components classify separately, largely across Chapters 84 and 85. Classifying servers and storage hardware correctly determines the duty rate across a shipment where a single percentage point is a material number.

GOEIC and import requirements

Goods must arrive against an importer registered with the General Organization for Export and Import Control (GOEIC), with conformity requirements applying to certain equipment. Networking components in data-center hardware may also carry type approval obligations where they include wireless capability.

Nafeza and ACID

Advance Cargo Information is filed through Nafeza before departure, and the resulting ACID number travels with the shipment. On staged project deliveries, each consignment needs its own.

Customs valuation and clearance

High declared values attract closer valuation review, so the invoice, the classification, and the supporting documentation all need to agree. Those five stages are what importing high-value IT equipment into Egypt involves in practice.

Compliance we handle for this industry

Infrastructure sits under the conformity regime by default, crosses into telecom regulation wherever a radio is present, and repeats the whole cycle for every consignment in a staged build. Here is exactly what applies.

Specific to IT and data center hardware

NTRA Type Approval

National Telecommunications Regulatory Authority (NTRA). Triggered when hardware includes Wi-Fi or Bluetooth NICs or a wireless management module. Inside a data center footprint, that usually means the wireless access layer and out-of-band management interfaces rather than the compute itself, so it can apply to a handful of lines on a bill of materials while the rest of the rack sits outside it. Customs release is typically conditioned on NTRA clearance.

Required for every commercial import

These apply regardless of category, and on a staged project they apply to every consignment separately rather than once to the build.

Importers Register

General Organization for Export & Import Control (GOEIC). Baseline enrolment required for any entity importing into Egypt for trade.

Certificate of Origin

Origin-country Chamber of Commerce, legalized for Egypt Establishes origin for tariff, trade-agreement preference under GAFTA, Agadir, EU–Egypt, and COMESA, and admissibility.

Certificate of Conformity (CoC)

GOEIC, applying Egyptian Organization for Standardization & Quality (EOS) standards. For this category, it is the safety and EMC route covering servers, storage, and networking hardware. Scope depends on HS classification, so a populated rack and its component parts can be treated differently.

Foreign Factory / Brand Registration

GOEIC and the Ministry of Trade & Industry. Known as Decree 43/2016. The overseas factory or brand owner must be pre-registered before covered goods are admissible.
Rarely reached on enterprise infrastructure, but relevant where equipment is sold as a branded consumer product.

Advance Cargo Information / ACID number

Nafeza National Single Window, via the Egyptian Customs Authority. Mandatory advance registration before loading, and issued per consignment rather than per project.
A twelve-container staged build needs twelve, each filed before its own departure. Without one, cargo cannot be discharged or cleared. Documents are exchanged through the CargoX platform.

Customs Classification & Valuation

Egyptian Customs Authority, under Customs Law 207/2020. HS-based tariff classification and transaction-value valuation, with duty and VAT assessed against both.
High declared values attract the closest review of any category, and on a staged build each consignment has to hold up independently while staying consistent with the ones before it.

EUR.1 Movement Certificate

Origin-country customs or chamber of commerce, under the EU–Egypt and EFTA–Egypt Association Agreements. The preferential proof-of-origin document used to claim reduced or zero duty on qualifying goods.
On project-scale value, the difference between the preferential and standard rate is a build-budget line rather than a rounding error.

Check your bill of materials before you ship

Pick a product and its features, and the finder stacks every applicable requirement, including the ones a single category never shows.

Our Data Center Compliance Services

Import infrastructure into Egypt without a local entity. We act as importer and carry the compliance obligation.

Why Choose Egypt IOR for Data Center Trade Compliance?

Egyptian market expertise

Global compliance providers spread across dozens of markets. We work in one. Our specialists handle Egyptian customs procedures, GOEIC requirements, and Nafeza filings every day, which is what turns a valuation query into a same-day answer.

Dual-use and export-controlled infrastructure

Advanced data-processing and encryption-capable equipment sits in the most tightly controlled part of the IT category, and control status is determined by technical specification rather than by product name. We classify dual-use and export-controlled equipment early, because a license that has not been started is the one constraint no amount of freight planning can absorb.

High-value valuation and project-scale logistics

Data center imports arrive as multi-container projects with staged schedules, and each consignment has to hold up independently at valuation. We prepare valuation support and align documentation across the whole project, which is where import duties and tariff codes stop being an abstraction and start affecting the build budget.

One coordinated compliance workflow

Instead of managing a customs broker, a freight forwarder, and an export control consultant separately, you work with one specialist team. Our IOR for the IT sector covers the sequence from purchase order to commissioning.

Built for infrastructure, not parcels

Racks, storage arrays, switching, power, and HPC components are the categories we handle routinely, and the same approach carries across to tech hardware imports where the broader IT estate is involved.

Helping reduce compliance risk

Holds usually trace back to misclassification across a mixed manifest, a dual-use item identified too late, or a declared value the documentation does not support. We review requirements before goods move, so the obligations attached to tech hardware compliance in Egypt are planned around rather than discovered at the port.

How Data Center Imports Move Through Egypt

I

Equipment review

It starts with your bill of materials. Each line is checked against the classification and control requirements that apply to it in Egypt.

II

Export control assessment

Dual-use and licensable items are identified early, since origin-side licensing runs on its own timeline.

III

Classification and valuation

Every item gets a verified HS code and supported declared value, which together set the duty position across the project.

IV

Import documentation

GOEIC requirements, the Nafeza (ACI) filing, and control documentation come together with your commercial paperwork, consignment by consignment.

V

Customs clearance

Duties and VAT are settled, inspection is completed, and each shipment is released.

VI

Delivery

Your infrastructure arrives at the facility, staged to match the build schedule.

Start With the Deployment

High-value, export-controlled infrastructure is what our team handles day to day, from control classification to valuation queries at Egyptian customs. We will review your equipment list the same way, confirm what licensing and documentation applies, and tell you what needs to be in place before the first container moves.
