Trade compliance for importing renewable energy and solar products in Egypt

Grid-connected renewable projects are approved by EgyptERA and NREA, and the modules, inverters, and battery storage that make them work each have their own certification requirements before they can enter Egypt. Egypt IOR manages the full path for you, covering classification, certification, customs clearance, and delivery to site, so the equipment arrives in time for the connection date it was ordered against.

Why renewable energy & solar imports require specialist trade compliance

A renewable project is built backward from a date. The grid connection is scheduled, the financing is structured around it, and a container held at the port does not just cost storage; it moves an energization milestone that other contracts are written against.

Grid connection and renewable registration

Feed-in and grid-connected projects sit under EgyptERA for connection equipment, with NREA registration where the project participates in a renewable program. Off-grid installations follow a simpler path, so the first question is which side of that line your project sits on.

Component and electrical certification

PV modules, inverters, and grid-tie equipment are assessed against component and electrical safety standards, including the IEC series applied to photovoltaic modules. Certification attaches to the specific model, not to the manufacturer, so a substituted part is a new certification question.

Battery storage as dangerous goods

Lithium-ion battery energy storage is Class 9 dangerous goods for transport, which adds packaging, labeling, UN-standard documentation, and carrier acceptance to the ordinary import file. This transport regime runs alongside the import one, and a carrier can refuse a battery consignment before Egyptian customs ever sees it.

HS classification, duty and VAT

Cells, modules, inverters, mounting structures, and cabling classify separately, and the code sets the duty position. Solar equipment is classification-sensitive, and a module and its inverter are not the same tariff answer.

GOEIC, Nafeza and clearance

Goods must arrive against a registered importer with conformity documentation in order, and Advance Cargo Information filed through Nafeza before departure. Project shipments usually arrive staged, so this repeats consignment by consignment.

Approvals and licenses for renewable and solar imports

What applies depends on whether the project connects to the grid and what is inside the consignment. Here is exactly what applies.

Specific to renewable and solar equipment

Dangerous Goods compliance, Class 9

Transport and carrier regime, alongside the Egyptian import requirements. Lithium-ion battery energy storage is classified as Class 9 dangerous goods for transport.
That brings UN-standard packaging, specific labeling and marking, a dangerous goods declaration, and carrier acceptance into the file before the consignment moves.
Why this one sits first: it is the only requirement on this page that can stop a shipment before it leaves the origin country. A carrier refusal is not a customs problem you can resolve on arrival, and it does not care what your connection date is.

Grid-Connection Equipment Registration

EgyptERA, the Electric Utility and Consumer Protection Regulatory Agency. Applies to feed-in and grid-connected solar projects and the equipment that ties them to the network.
Off-grid installations sit outside it, which is why project configuration is established before the equipment list is assessed.

Renewable Program Registration

New and Renewable Energy Authority (NREA). Registration associated with participation in a renewable energy program, running alongside the connection requirement rather than replacing it.

Component Standards for PV Modules

Egyptian Organization for Standardization & Quality (EOS), applied through GOEIC. Photovoltaic modules are assessed against the IEC 61215 and IEC 61730 series for design qualification and safety.
Certification attaches to the specific module type, so a substitution mid-project reopens the question rather than inheriting the previous answer.

Required for every commercial import

These apply regardless of channel or parcel size. Express clearance simplifies the procedure, not the obligations behind it.

Importers Register

General Organization for Export & Import Control (GOEIC). Baseline enrolment required for any entity importing into Egypt for trade.

Certificate of Origin

Origin-country Chamber of Commerce, legalized for Egypt. Establishes origin for tariff, trade-agreement preference under GAFTA, Agadir, EU–Egypt, and COMESA, and admissibility.

Advance Cargo Information / ACID number

Nafeza National Single Window, via the Egyptian Customs Authority. Mandatory advance registration before loading, issued per consignment rather than per project.
A staged project delivery needs one for every shipment. Documents are exchanged through the CargoX platform.

Customs Classification & Valuation

Egyptian Customs Authority, under Customs Law 207/2020. HS-based tariff classification and transaction-value valuation, with duty and VAT assessed against both.
Cells, modules, inverters, and mounting hardware classify separately, so a single project shipment carries several duty positions.

Certificate of Conformity (CoC)

GOEIC, applying Egyptian Organization for Standardization & Quality (EOS) standards. Confirms goods meet applicable Egyptian technical standards prior to customs release.
For this category, it is the electrical safety and EMC route covering inverters, grid-tie equipment, and balance-of-system components.

EUR.1 Movement Certificate

Origin-country customs or chamber of commerce, under the EU–Egypt and EFTA–Egypt Association Agreements
The preferential proof-of-origin document used to claim reduced or zero duty on qualifying goods. On project-scale procurement, the difference between preferential and standard treatment is a capital-cost line rather than a rounding error.

Foreign Factory / Brand Registration

GOEIC and the Ministry of Trade & Industry. Known as Decree 43/2016. The overseas factory or brand owner must be pre-registered before covered consumer goods are admissible.
Relevant to retail solar products such as domestic water heaters rather than to utility-scale equipment.

Also worth knowing

  • One project shipment, three compliance profiles. Modules answer to component standards, inverters to electrical certification, and battery storage to the dangerous-goods regime. They arrive on the same purchase order and often in the same container, but they are three separate files. Screening the shipment as one category finds one of them.
  • The dangerous-goods regime runs before customs, not after. Everything else on this page is assessed on or after arrival in Egypt. Battery packaging, labelling, and documentation are assessed by the carrier at origin, which means a battery consignment can fail without ever reaching an Egyptian port. That sequencing is why we look at the battery line on a bill of materials first.

Check your equipment list before you ship

Why choose Egypt IOR for renewable and solar trade compliance?

Deep Egyptian regulatory expertise

EgyptERA, NREA, EOS, and GOEIC requirements are the daily substance of our work rather than a reference we look up. Every answer comes from inside the Egyptian system rather than from a summary of it.

Certification and registration managed alongside the shipment

Component certification and connection registration are arranged in parallel with your procurement and freight schedule, not discovered as a blocker once the first container has arrived.

Classification & documentation before you ship

Cells, modules, inverters, and mounting hardware each carry their own duty position, and a mixed manifest is where classification errors surface. We settle it before departure, while it still affects landed cost rather than explaining it.

Battery dangerous goods and electrical certification handled together

Most providers treat these as separate problems, or treat the battery line as a freight question rather than a compliance one. A storage consignment carries a transport regime at origin and an import regime on arrival, and both files come from the same team here. It is the part of a renewable shipment most likely to be discovered late.

One coordinated workflow, delivered to site

Certification, classification, filing, clearance, and the final leg to the project site sit with one team, delivered through IOR Africa's on-ground operations rather than split between a broker, a forwarder, and a certification consultant.

Built around the connection date

The energization milestone is the constraint every other decision on a renewable project answers to. We sequence the compliance work against that date rather than against the shipping schedule, because those are not the same thing.

How renewable and solar imports move through Egypt

I

Equipment review and classification

It starts with your bill of materials. Modules, inverters, storage, and structure are separated out, and each line gets a verified HS code that sets its duty position.

II

Certification and registration assessment

Component standards are confirmed against the specific models, connection and program registration are established where the project is grid-connected, and any battery line is assessed against the dangerous-goods regime.

III

Approvals and documentation

Certification files, conformity documentation, and dangerous-goods paperwork are prepared and reconciled against the commercial invoice before anything is booked with a carrier.

IV

Advance filing

Advance Cargo Information goes into Nafeza before departure, consignment by consignment across the staged delivery.

V

Customs clearance

Duties and VAT are settled, inspection is completed, and each shipment is released.

VI

Delivery to site

Your equipment arrives at the project site, staged to match the construction program and the connection date behind it.

Send the bill of materials and the connection date

Those two things together tell us what the shipment needs and how much room there is to get it. We will confirm which certifications apply, whether the battery line changes the routing, and what has to be in place before the first container moves.
