Trade Compliance Service for Importing Medical Devices in Egypt

Medical devices generally require registration with the Egyptian Drug Authority (EDA) and an import license before they can enter Egypt, alongside the safety and quality documentation these goods carry. Egypt IOR manages the full path for you, covering registration, classification, documentation, and customs clearance, so equipment reaches hospitals, clinics, and distributors without sitting at the port.

Why Medical Devices Require Specialist Trade Compliance

A diagnostic analyzer and a server both cross the same border, but only one of them is going into a patient care pathway. Medical devices carry registration requirements, certificate obligations, and shelf-life or cold-chain constraints that general freight never encounters, and a hold at the port is not just a cost problem. A compliant medical device import into Egypt runs across five stages.

EDA registration & import licensing

Devices typically need to be registered with the Egyptian Drug Authority, and an import license secured, before goods ship. This is the stage that most often determines the timeline, which is why EDA registration and import licensing start before the purchase order rather than after.

HS classification

Classifying medical instruments places most devices within Chapter 90 of the Harmonized System, where diagnostic, surgical, and electro-medical equipment sit under separate headings. The code you land on sets the duty rate and flags any additional permit requirements.

GOEIC and import requirements

Goods must arrive against an importer registered with the General Organization for Export and Import Control (GOEIC), and conformity requirements apply to many device categories.

Nafeza and ACID

Advance Cargo Information is filed through Nafeza before departure, and the resulting ACID number travels with the shipment. Consignments without one are not accepted for clearance.

Customs clearance

Documentation is presented, inspection is completed, and goods are released. These five stages are what importing medical devices into Egypt amounts to in practice.

Compliance we handle for this industry

Registration is the gate, and it is risk-class based rather than one process for every device. Here is exactly what applies.

Specific to medical and laboratory devices

Medical Device Registration & Import Authorization

Egyptian Drug Authority (EDA), which took over these functions from the Ministry of Health's Central Administration for Pharmaceutical Affairs. Covers diagnostic devices, imaging equipment, laboratory analyzers, in-vitro diagnostics, and consumables.
The registration file typically requires: a free-sale certificate from the country of origin, ISO 13485 quality-system certification, and a manufacturer authorization naming the party importing on your behalf.

Required for every commercial import

These apply regardless of category. EDA registration sits on top of them, not instead of them.

Importers Register

General Organization for Export & Import Control (GOEIC). Baseline enrolment required for any entity importing into Egypt for trade.

Customs Classification & Valuation

Egyptian Customs Authority, under Customs Law 207/2020. HS-based tariff classification and transaction-value valuation, with duty and VAT assessed against both.

Certificate of Conformity (CoC)

GOEIC, applying Egyptian Organization for Standardization & Quality (EOS) standards. Confirms goods meet applicable Egyptian technical standards prior to customs release. Scope depends on HS classification, which for a multi-component system can differ from the classification of its parts.

EUR.1 Movement Certificate

Origin-country customs or chamber of commerce, under the EU–Egypt and EFTA–Egypt Association Agreements
The preferential proof-of-origin document used to claim reduced or zero duty on qualifying goods. Relevant to a large share of medical equipment, which is commonly European in origin.

Advance Cargo Information / ACID number

Nafeza National Single Window, via the Egyptian Customs Authority
Mandatory advance registration before loading. Without an ACID number, cargo cannot be discharged or cleared. Documents are exchanged through the CargoX platform.

Foreign Factory / Brand Registration

GOEIC and the Ministry of Trade & Industry. Known as Decree 43/2016. The overseas factory or brand owner must be pre-registered before covered goods are admissible.

Certificate of Origin

Origin-country Chamber of Commerce, legalized for Egypt. Establishes origin for tariff, trade-agreement preference under GAFTA, Agadir, EU–Egypt, and COMESA, and admissibility.

Why Choose Egypt IOR for Medical Device Trade Compliance?

Egyptian market expertise

Global compliance providers spread across dozens of markets. We work in one. Our specialists handle Egyptian customs procedures, GOEIC requirements, and Nafeza filings every day, which is what turns a documentation query into a same-day answer.

EDA registration and licensing handled for you

Registration is the gate every medical shipment passes through, and it is where most timelines are lost. We manage the pathway end to end so it runs in parallel with your production and freight planning rather than after it.

Regulatory affairs and documentation

Medical imports demand precision across registration certificates, safety and quality documentation, certificates of origin, and commercial paperwork, and a mismatch between any two of them will stop a shipment. We prepare the import documentation for Egypt that holds the file together at the border.

One coordinated compliance workflow

Instead of managing a regulatory consultant, a broker, and a freight provider separately, you work with one specialist team coordinating registration, classification, documentation, and clearance from purchase order to delivery.

Built for health-critical, time-sensitive goods

Medical shipments carry consequences that general cargo does not, and time-sensitive medical shipments held at the port cost far more than the storage line suggests. We also run reverse logistics for recalls and returns, which most compliance providers treat as an afterthought.

Helping reduce compliance risk

Holds usually trace back to an incomplete registration file, a missing certificate, or an incorrect classification. We review requirements before goods move, so the obligations attached to regulated goods like medical devices are something you plan around rather than discover at the port.

How Medical Device Imports Move Through Egypt

I

Product review

It starts with your device list. Each item is checked against the registration and documentation requirements that apply to it in Egypt.

II

EDA assessment

Registration status is confirmed, and where registration or an import license is needed, the application is prepared and submitted.

III

HS classification

Every device gets a verified HS code, which sets the duty rate and flags any additional permits.

IV

Import documentation

GOEIC requirements, the Nafeza (ACI) filing, and product certificates come together with your commercial paperwork.

V

Customs clearance

Duties and VAT are settled, inspection is completed, and the shipment is released.

VI

Delivery

Your equipment proceeds to the hospital, clinic, or distributor it was destined for.
