What Are Import Licensing and Product Approvals in Egypt?
Import licensing and product approvals address two different parts of the Egyptian import process.
- Import licensing concerns the right and eligibility to import goods into Egypt and may involve importer registration and related requirements.
- Product approval and certification concerns whether the goods themselves meet applicable Egyptian standards, technical requirements, or sector-specific regulatory rules.

The Universal Requirements for Egyptian Imports
Five apply to essentially every commercial import into Egypt. Two more depend on your goods or their origin. Sector approvals sit on top of all of them. Read down and you have the sequence of an Egyptian import.

The universal requirements get you to the gate. What gets your specific goods through it depends on the authority that governs them.

Requirements stack; they do not replace each other
A product can trigger requirements across several categories at once, and each feature adds an approval on top of the base one. A medical chair needs EDA registration. Add a Bluetooth module and it also needs NTRA type approval. Import it classified as an industrial input, and it also needs Industrial Register review. Three authorities, one product.

How Egypt IOR manages import licensing and approvals
The objective is simple: identify the regulatory requirements before they become a clearance problem.
Classify & map
Goods, technical information, and intended use reviewed to determine the regulatory pathway.
Identify approvals
Authority requirements mapped across every applicable axis, not one at a time.
Prepare & submit
Documentation assembled and filed for each application, registration, or certification.
Review & inspection
Authority review, testing, and inspection coordinated where required.
Approvals issued
Certificates and authorizations registered against your goods.
Customs clearance
Approvals become part of the import file so the shipment can proceed.
The Full Path into the Egyptian Market
Licensing and approvals are one layer. Most clients need the layers around it handled by the same partner, under the same accountability.
Importer of Record
We import into Egypt as the registered entity of record, carrying customs, duty, and regulatory responsibility on your behalf. This is the layer directly upstream of distribution, and the two are usually engaged together, since the entity that clears the goods and the entity that distributes them are cleanest when they are the same one.
Exporter of Record
Outbound declarations, export documentation, and exit clearance when goods are leaving Egypt and need a local entity standing behind the export.
Delivered Duty Paid
Delivered Duty Paid, with clearance and duties settled before the goods reach your buyer. Where DoR gives you a standing distribution operation inside Egypt, DDP handles the individual landed shipment. Some clients use both, for different flows.
Distributor of Record.
Warehousing, fulfillment, and in-country distribution once the goods are cleared, so you reach the Egyptian market without forming a local entity. This is the layer after clearance, and it is where goods most often stall when no local party is accountable for them.
Reverse Logistics
Moving goods back out of Egypt, whether for repair, replacement, consolidation, or disposal. Export clearance on the return leg has its own requirements, and goods that entered under a specific approval do not always exit freely.
Return Merchandise Authorization
Return merchandise authorization handling, from the customer's request through to disposition. This is the program layer rather than the movement layer: authorizing the return, tracking the unit, and deciding whether it is repaired, replaced, or written off. Relevant if you run a warranty or service commitment in the Egyptian market.
