Trade Compliance Service for Importing Tech Hardware in Egypt

Tech hardware draws the closest scrutiny of any category at Egyptian customs, between dual-use export controls, type approval from the National Telecommunications Regulatory Authority (NTRA) for wireless-capable devices, and stricter valuation on high-value equipment. Egypt IOR manages the full path for you, covering classification, approvals, documentation, and customs clearance, so your servers, networking, and IT equipment clear and deploy on schedule.

Why Tech Hardware Requires Specialist Trade Compliance

A rack of servers is not a general commodity. It carries encryption capability, embedded radios, high declared value, and component-level classification questions, and each of those pulls it into a regulatory track that ordinary freight never enters. A compliant tech hardware import into Egypt runs across five stages.

Export controls & NTRA approval

Encryption-capable and sensitive equipment can be export-controlled at origin, which makes importing dual-use tech hardware into Egypt a licensing question before it is a shipping one. Anything with an embedded radio needs type approval as well, so wireless and networking hardware imports get checked for both at product level before goods move.

HS classification

Servers, switches, storage arrays, and loose components classify differently, largely across Chapters 84 and 85. Classifying IT and electronics hardware correctly determines your duty rate and flags any additional permit requirements.

GOEIC and import requirements

Goods must arrive against an importer registered with the General Organization for Export and Import Control (GOEIC), and certain electronics carry conformity and safety certification requirements.

Nafeza and ACID

Advance Cargo Information is filed through Nafeza before departure, and the resulting ACID number travels with the shipment. Consignments without one are not accepted for clearance.

Customs valuation and clearance

High-value equipment attracts closer valuation review, so declared value and supporting documentation need to hold up. Those five stages are what importing electronics into Egypt amounts to in practice

Compliance we handle for this industry

IT hardware sits under the conformity regime by default, and crosses into telecom regulation the moment a radio is present. Here is exactly what applies.

Specific to IT and data center hardware

NTRA Type Approval

National Telecommunications Regulatory Authority (NTRA). Triggered when hardware includes Wi-Fi or Bluetooth NICs or a wireless management module. Radio does not have to be the main function of the product for the requirement to apply, which is why a server or an appliance can end up under telecom regulation. Customs release is typically conditioned on NTRA clearance.

Required for every commercial import

Importers Register

General Organization for Export & Import Control (GOEIC). Baseline enrolment required for any entity importing into Egypt for trade.

Certificate of Origin

Origin-country Chamber of Commerce, legalized for Egypt. Establishes origin for tariff, trade-agreement preference under GAFTA, Agadir, EU–Egypt, and COMESA, and admissibility.

Certificate of Conformity (CoC)

GOEIC, applying Egyptian Organization for Standardization & Quality (EOS) standards. For this category, it is the safety and EMC route covering servers, storage, and networking hardware. Scope depends on HS classification, so a system and its loose components can be treated differently.

Advance Cargo Information / ACID number

Nafeza National Single Window, via the Egyptian Customs Authority. Mandatory advance registration before loading. Without an ACID number, cargo cannot be discharged or cleared. Documents are exchanged through the CargoX platform.

Customs Classification & Valuation

Egyptian Customs Authority, under Customs Law 207/2020. HS-based tariff classification and transaction-value valuation, with duty and VAT assessed against both. High declared values attract closer review here than in any other category, so the value needs documentary support.

Foreign Factory / Brand Registration

GOEIC and the Ministry of Trade & Industry. Known as Decree 43/2016. The overseas factory or brand owner must be pre-registered before covered goods are admissible. Relevant where hardware is sold as a branded consumer product rather than as enterprise equipment.

EUR.1 Movement Certificate

Origin-country customs or chamber of commerce, under the EU–Egypt and EFTA–Egypt Association Agreements. The preferential proof-of-origin document used to claim reduced or zero duty on qualifying goods.

Why Choose Egypt IOR for Tech Hardware Trade Compliance?

Egyptian market expertise

Global compliance providers spread across dozens of markets. We work in one. Our specialists handle Egyptian customs procedures, GOEIC requirements, Nafeza filings, and NTRA regulations every day, which is what turns a valuation query into a same-day answer.

Dual-use and restricted hardware handled

Encryption-capable appliances, sensitive components, and wireless-enabled equipment sit in the hardest part of this category. We manage dual-use and export-controlled equipment alongside NTRA type approval, so both sides of the shipment are covered rather than one. Where approval is the binding constraint, our NTRA-compliant import service is built for it.

High-value valuation and certification

Servers, networking, and data center hardware face stricter customs valuation than general cargo. We prepare valuation support, verify product safety certifications, and confirm compliance certificates are in order before the declaration is made, which is where import duties on tech hardware are won or lost.

One coordinated compliance workflow

Instead of managing separate providers for classification, approval, filing, and clearance, you work with one specialist team. Our IOR service for the IT sector covers the full sequence from purchase order to deployment.

Built for regulated, high-value hardware

Enterprise networking, servers, storage, appliances, and test equipment are the categories we handle routinely, along with tech hardware returns and RMA when equipment goes back for repair or replacement.

Helping reduce compliance risk

Holds usually trace back to misclassification, undervaluation, a missing NTRA approval, or a dual-use item nobody flagged. We review requirements before goods move, so the obligations attached to tech hardware compliance in Egypt are something you plan around rather than discover at the port.

How Tech Hardware Imports Move Through Egypt

I

Product review

It starts with your equipment list. Each item is checked against the requirements that apply to it in Egypt.

II

Approval and control assessment

Wireless-capable and export-controlled items are identified, and where NTRA type approval applies, documentation is prepared and submitted.

III

Classification and valuation

Every product gets a verified HS code and supported declared value, which together set the duty position.

IV

Import documentation

GOEIC requirements, the Nafeza (ACI) filing, and certification documents come together with your commercial paperwork.

V

Customs clearance

Duties and VAT are settled, inspection is completed, and the shipment is released.

VI

Delivery

Your equipment proceeds to its final destination in Egypt, ready to deploy.

Ask Early, Ship Clean

High-scrutiny tech hardware is what our team handles day to day, from dual-use assessments to valuation queries at Egyptian customs. We will review your equipment list the same way, confirm which approvals apply, and tell you what needs to be in place before it reaches Egypt.
